Oxfam in Rwanda has identified interventions which align with its mission – to ensure that poor women, men and youth enjoy equal rights and benefit from fair and inclusive development-. Based on a comprehensive analysis of the Rwandan context, Oxfam delivers a combination of programme interventions and advocacy and influencing activities to drive outcomes. Oxfam intervenes in four main sectors in Rwanda namely: Gender Justice, Sustainable Livelihoods, Participatory Governance and Humanitarian.

The objective of Oxfam’s Gender Justice Programme is to mainstream gender equality, women’s empowerment and rights in Sustainable Livelihoods, Participatory Governance and Humanitarian Programme

We seek to hire an experienced Rwandan national for the following position:

Technical Advisor in Women Empowerment and Family Promotion

(Contract Type: 1 year Fixed-Term)

Location: Kigali – Rwanda

Salary: Competitive

Duration: 1 year

Availability: Immediately

Job purpose: Provide technical support and coordination to MIGEPROF and its partners including the National Women Council and link up with OXFAM

Reporting lines: OXFAM Programme Lead and matrix line management to MIGEPROF Head of Programme

Major Responsibilities:

Quality Technical Support

Provide technical support to MIGEPROF and the National Women Council supporting transformational leadership of women elected at different levels, and increased understanding and claim of their social, political and economic rights
Support women elected leaders from the National Women Council to promote women’s rights and stand with women in need of raising their rights’ concerns.
Support MIGEPROF and its partners in developing, monitoring, reporting learning frameworks and following up on implementation of the same.
Provide regular and to MIGEPROF and the National Women’s Council in analysing women rights programming concerns, including gender based violence and women’s economic empowerment, both at local and national levels.
Facilitate coordination and documentation of women’s economic empowerment initiatives and best practices, in consultation with the National Women Council and OXFAM.
Maintain an up-to-date understanding of the performance of partners and take remedial actions with MIGEPROF.
Support MIGEPROF, OXFAM and their partners in planning and implementing local and national advocacy events including the International Rural Women’s Day, 16 Days of activism against gender based violence, and the International Women’s Day.
Build and strengthen links with networks of women’s rights organizations at local, national and international levels with the aim to learn and share knowledge gained, propose best practices and programs which are based on evidence-based mechanisms.
Work with MIGEPROF, OXFAM and others stakeholders to provide regular and accurate data that can inform policy formulation and decision making.
Mainstreaming

Link with MIGEPROF to support government institutions and partners to develop and deliver strategies which put women at the centre of everything they do.
Monitoring, Evaluation, Learning and Social Accountability

Work with MIGEPROF to ensure that program quality standards and practices are deliberate and specific on gender equality and women’s empowerment indicators.
Strengthen MIGEPROF partners’ accountability and learning platform through regular, coaching and capacity building, especially through the National Gender Cluster.
