ActionAid is an international anti-poverty agency working in over 40 countries, including Rwanda, taking sides with poor people to end poverty and injustice together. ActionAid Rwanda (AAR), a member of Actionaid International, is a national non-governmental organization working to end poverty and injustice using a Human Rights Based Approach (HRBA) with women’s rights at the Centre of our interventions.ActionAid’s vision for women’s economic empowerment is of a world in which women have equal access to and control over resources and opportunities including skills development and market information and live in a social, cultural and political environment in which women have control over their time, access to income-generating opportunities and control over their income.
Across all societies this vision is far from realised due to a combination of interlinked social, economic and political factors. We believe that prevailing gender norms and power relations which justify women’s heavy workload and limited control over productive resources must be challenged if the economic participation of women is to be improved.A balance between paid work and unpaid care work (UCW) would enable women to have the time to participate equally in the society and the economy.
With this regard ActionAid is hiring a consultant to produce 410booklets of simplified versions of women’s rights related laws and policies for 200 women’s groups working with ActionAidin Gisagara, Nyanza, Nyaruguru, Karongi and Musanze Districtsto contribute to the increased awareness about laws and policies promoting and protecting women’s rights. The project intends to support 6000 women organized in 200 with booklets of simplified version of existing laws and policies related to women’s rights to improve implementation and increase awareness and enforcement ofthese laws and policies. Consultant will be supervised by the ActionAid Women’s Rights and Advocacy Coordinator with provision of technical support and guidance on the assignment. This assignment will take approximately 30 working daysstarting from the signing of the contract. This document comprises a detailed scope of work, requirementsand list of expected deliverables.
Around the world, at least one in every three women has been beaten, coerced into sex, or otherwise abused in her lifetime –most often by someone she knows, including a member of her own family, an employer or a co-worker. The Constitution of the Republic of Rwanda of 2003 Revised In 2015enshrines the principles of gender equality and women’s rights and provides for the minimum 30% quota for women in all decision-making positions. Law N°54/2011 of 14/12/2011 relating to the Rights and the Protection of the Childguarantees the rights and protection of all children against abuse,Law N° 43/2013 of 16/06/2013 governing land in Rwandaguarantees equal rights for men and women on land access, ownership and utilization, Law Nº 22/99 of 12/11/1999 regarding matrimonial regimes, liberalities and succession, provides for equal inheritance rights between women and men, girls and boys , Law n° 13/2009 of 27/05/2009 Regulating Labour law in Rwanda, provides for equal opportunities and equal pay for women and men, and prohibits sexual harassment in the workplace; among others. Despite of the tremendous progress of laws and policies promoting and protecting women’s rights in Rwanda, the majority of women particularly in rural areas are not effectively aware of these policies and laws to better benefit and support in the implementation and enforcement of these laws/policies at all levels.
Under FLOW 2 grant, ActionAid Rwanda is implementing project ”Promoting opportunities for women’s empowerment and rights” aims to increase the income of 6,000 women and their ability to control their income, through practicing Climate Resilient Sustainable Agriculture, better access to markets and reducing, recognising and redistributing their Unpaid Care Work. The project focuses on the following four interlinked areas;
The empowerment of women at household and community level, raising awareness of and claiming their rights;
The recognition, redistribution and reduction of Unpaid Care Work which keeps women in the private sphere;
The increase of women’s access to productive resources, markets and knowledge of sustainable practices, which will ensure women continue to have a livelihood in the longer term, and;
