Background and Justification
As of 18 August 2016, there are 50,013 Burundian refugees living in Mahama Camp which was established in April 2015 following the mass influx of refugees fleeing election related violence. The camp is growing as new arrivals continue be registered every day. UNHCR provides a basic health response for all refugees, through the establishment of two health centers to respond to the health needs of the refugee population including preventive and curative services; however there is a critical gap in the area of epidemic and nutrition surveillance.
Re-emerging malaria epidemic situation, ongoing typhoid situation, high incidence of respiratory and diarrheal diseases are serious health care issues to note, which warrant the operating of a strong surveillance system. In addition, considering the regional diseases trends and on-going new arrivals linked to suboptimal WASH situation in Mahama, the threat of serious outbreaks like cholera, yellow fever importation, cannot be underestimated; and serious outbreaks like cholera may produce catastrophic outcomes including fatalities especially among children and other vulnerable groups in dense refugee camps like Mahama which is still in emergency phase, Therefore, strong robust surveillance systems identifying risk factors, prevention, early detection of cases and strong outbreak response mechanisms are only means of reducing this risk and address this life threatening issue within the health front.
In light of this, there is a very high and a crucial need for WHO to continue to provide technical support to rolling out the integrated epidemic surveillance and response system. This include direct engagement in terms of technical support to uphold the minimal standards of surveillance, field visits, continuous capacity building of health care providers in the front line, community capacity developments to beef up the resilience, provide minimal gear to respond outbreaks and explore possible avenues to tap into national surveillance system for synergy and sustainability as well as enhance the response capacity.

To this end, WHO Rwanda seeks an energetic and result oriented Public Health Officer (PHO) to support these emergency health response activities in the Mahama refugee camp for a period of 9 months.
Job Dimension
Under the guidance of the NPO/DPC of WHO Rwanda office in collaboration with UNHCR, MOH and MIDMAR and district authorities, the PHO will directly implement epidemic surveillance and response activities to prevent and control disease outbreaks; and will support nutrition surveillance for the under-five in the Mahama refugee camp.
Specifically the incumbent, in collaboration with health partners in the camp such as Save the Children International, American Rescue Committee, UNHCR and Kirehe Health Hospital, will conduct interventions in the Mahama refugee’s camp focused on activities which target at strengthening disease surveillance and epidemic preparedness and response capacity for prevention of predictable and unpredictable epidemics in the Mahama camp and host community.
The PHO will be hierarchically and functionally accountable to WHO, but work closely with the MIDMAR, MOH and partners. The day-to-day supervision of the incumbent will be done by the NPO/DPC. Additional technical guidance to the incumbent will be provided by relevant WCO Focal Points such as the SSA Epidemiologist, Maternal and Child Health (MCH), Nutrition, immunization and NPO malaria officers. The PHO is also expected to work as a team with the district authorities and clinical staff in health facilities.
Tasks and Responsibilities
In collaboration with the District Health Officers (DHO) of Gakenke, Muhanga and Ngororero Districts and medical directors and Head of health facilities, the SSA/Public Health Officer will undertake the following tasks:
Support the strengthening of health data collection, analysis and dissemination of critical health data for timely detection and response to epidemics;
Participate in interventions of preparedness and response to epidemics including diarrhoea diseases, malaria and respiratory tract infections;
Support the ongoing nutrition monitoring program targeting under-five and pregnant women in the refugee community in Mahama camp;
Monitor the health and nutrition situation in the refugee camp in collaboration with health partners, UNHCR and health Kirehe district authorities;
Ensure follow-up of the distribution of medical supplies provided by WHO:
